Abstract
Process of formation of a new formation of management by an education system totals already an order of ten years, but the optimum variant answering to calls modern of economy and to inquiries of a society till today's time and it is not found. State carries out budgetary reforms, accepts new legislative and statutory certificates in this connection, there is a change of conditions of managing of the higher studies this of institutions, change of regulation of their activity by the state.
